Country people considered inferior.
Country people for whom the Government hasn't built schools.
Or hospitals...

Was he Tribal?
Certainly not. His people invaded Assam a few centuries ago. Originally they came from Thailand.
Thus we have a fourth definition of Tribal: Losers...
